I would definitely pick up biological media... That's the only thing that sucks about the XP-3; it doesn't come with any. But they do sell ceramic rings and bio stars for it. I would get that, use the carbon for only a month, then replace it with additional micro fiber.

Bio max is a good choice so are the Rena BioChem Stars.

If your not experiancing any water quality issues such as big nitrates or ammonia.I would devote 2/3 of it to mechanical such as the sponges it comes with and the rest for bio, such as the stars or prefferably eheim ehfipro substrate. How big is your tank and what is your stocking load?

Bottom tray (the water goes up, right?) should be course mechanical on the bottom and fine mechanical on top of that. The other two trays should be filled with a biological media. Bioballs are designed for use in wet/dry or trickle filtration and waste a lot of space in a submerged setup. No carbon at all is needed.

You need bio-max or bio-balls which is pourous material. Lego's are only plastic. None pourous and they float besides.

A bag of bio-max will last your forever. It only needs to be rinished and reused.
