Can a rubber lip pleco be used to start a quarantine cycle?

It would take a long time as it is only 1 small fish. Please see your other qt question. I have in the past kept a qt tank cycle going with a small pleco. But what I do now is if the qt tank is not required I drain it and put the filter from it on a cycled established tank.
