Josh,
By blue tetra do you mean Boehlkea fredcochui? If so, fish2u.com has them, though they are out of stock at the moment. You can subscribe to the newsletter that lists new arrivals. If you see blue tetras appear in the new arrivals, you can buy them. I've bought many, many fish from that site, and all have been in excellent health on arrival.

Not going to help you much Josh, but I can get them here in Australia! But only from an online fish shop, see if you can find an online shop in the US, (you guys have to have more than we do!!! :c12: ) Fish go quite well when posted, most of the places that post them are experts at it, I've got some before and they were no more stressed than a bit of a drive from a LFS. ( I live about 40 mins from the LFS)
The ones on line here all have an "Arrive Alive" guarantee
See what you can find!

cheers!

Those are some nice looking fish! Never seen them before, a school of those would look pretty good in a community tank, with the right lighting.

EDIT: wow fish2u has some great prices! you can get 3 glo-lites for $1.88 and 3 pacus for 3.75!
