Yep, as long as its unglazed. Glazes can leach into the water, depending on which kinds used. Friends of mine who own a pottery shop make caves for me for my layouts.

Look at clay flower pots. Unglazed pottery. Until I met my pottery friends, I used flower pots pushed into banks of gravel for caves. No problems, in better than 30 years.
