dont feed him for 3 days and within the 3 days try feeding pea shells, are you over feeding?

Fancy goldfish will often get swim bladder problems because their deep bodies squish all the internal organs near each other. Sometimes the fish will have the problem forever, which isn't so bad as long as they seem fine they can live a very good life. It can also be from food pressing on the bladder. Do what cocoa suggested, don't feed for a couple days then feed thawed frozen peas that have been popped out of the shell. That should clear it up fairly well.

Are you feeding a floating food? They can contribute to swim bladder infections because of the increased air intake.
Water quality is another major issue with swim bladder infections.
What is the nitrate concentration?

i would also do a 50% water change and, like everyone else said, try feeding peas
