If you want a sea urchin, you will need lots of live rock and lots of substrate.
I have seen active sea urchins in 15g tanks, so I think it would be fine. Just avoid urchin nipping creatures.

thats what i thought, i bought him for $10 at a store that was terrible at labeling their stuff. he was fine in my old 10g (this was 3 years ago) and when i tore down the tank because i tried a condy anemone with incandescent fixtures (i was stupid then), he was the only survivor and went to a good home

Does this mean that if I wanted to, Icould keep an urchin in a 10g?

yes you can, but it is not advised.
Water quality is very hard to maintain in 10g tanks and bad water quality will rapidly kill an urchin. Once the urchin dies, there is a high chance that it will kill anything else that is living in your tank
