I was wondering if Neons don't like bright light. 2 - 3 of my neons almost constantly hide under the filter overhang or in a piece of driftwood.

maybe, try leaving the light off for a day or 2 and see how they react, my serpaes dont like the light too much and are more active when its off

Or maybe tape off a section of your light to make it a little dimmer?
My neons dont have an issue with their light, then again I dont think its very bright though.

Neons,cardinals, and most SA tetras come from "black water" heavily tannin stained with a dense forest canopy, very low light. Although a large percentage are tank raised , they still are low light fish.

if you want the light to be dimmer then ad a bunch of hornwort (if your light allows it) to the top of the tank and let it float around.

Never had a problem with hiding neons, tho some do that in my tank depending on the other fish.

I have Anacharis and floating plastics in that tank, but they seem to stay near the side where the plants aren't floating. Possibly because my hatchet fish congregate in that area.

Java Fern and moss don't required strong light. I would try a lower watt light or buy driftwood/decoration that will provide a lot of shade. My neons didn't have that issue when I had 30watt in a 20g.

Very few fish prefer bright light! Most prefer shadow and cover...

How many of them do you have?

I used to have a trio of Cardinals, and they used to hide a lot and be generally very jittery until I added some more.

Once they had a nice little group they all became much happier and didn't spend as long hiding away.

When we first got our neons and turned the light on in the aquarium, they just hated it . . . they would just swim around frantically looking to get away from the light. We ended up turning the reflectors upside down and creating a subdued lighting. Our neons calmed down immediately afterwards and began hanging out and schooling along with feeding from the top of the water instead of looking for somewhere to hide all of the time. Even with subdued lighting, we're not having any trouble growing lillies in the tank.

neon fry are light sensitive, meaning they'll die if exposed to light.... so i guess as adults they tolerate it but do best with dim lighting

I don't know what kind of light I have, but most of my neons (9) seem happy and swim around in the light. I have one who hides in the castle all the time except feeding time. The other one hangs at the bottom alone under greenery except during feeding. It might be a preference thing. I agree on the # you have. Tetras love groups. Most confident when there's a bunch of friends.
