No, an air pump is not needed for any fish as long as you have adequate surface agitation. That is, the surface of the water is being disturbed, usually by the output of the filter.

But it is nice for some fish becuase they like to play with them and clean thier gills.

I have noticed that even in tanks with a lot of surface agitation, the fish seem to do better with an air pump. I think it is like us in our house. We are fine, but it is extra nice to have the windows open on a nice day.

As long as you have good surface agitation from a filter, your fish should be fine. But I do agree with Fishguy, adding one can only be beneficial.

Personally though, I'm probably one of the few that doesn't like bubbles in my tanks, just a personal preferrence though.

Absolutely true. My paradise fish and clown loaches love to play in the bubbles. I use air pumps in about half of my tanks, but they are not necessary.

Put an air pump on there. Even if he doesn't like it (many oscars don't like changes in their environment) it will be good for him and he will get used to it.
