I have a African dwarf frog that is shedding its skin. He is covered on the lower part of his body with this thin transparent material. Is that normal with the species? His skin looks fine otherwise. He is eating normal and such.

it is normal for frogs to shed their skin.

reasons.....

1. Seasonal weather changes

2. Growth/Aging

i guess they actually shed quite frequently, and people don't see it happen that often since it doesn't take that long....pretty cool stuff.
