i was reading through an article and it said on nano reefs you dont need a filter because the live rock and live sand will act as a filter. Is this true? and if it is would it still be better to get a small HOB filter?

I like having some kind of mechanical filtration, just to remove particulate matter quickly. As long as you clean it regularly, it will not create problems. HOB's also give you options for adding carbon or purigen or other chem. filters.

you should have a HOB. only tanks above 33g with 3lbs/g of LR can have only LR filtration

Well yes! You don't need a skimmer esp. when you do the proper amount of water changes...but a filter to take out gunk and keep the water flowing is important...I wouldn't try it without one...
