My angel fish has been like this all day. Still breathing. Does this mean he's dying?
Anything I can do?

Well, it doesn't mean he is doing well but he may not be dying.

What are the ammonia, nitrite, nitrate levels in the tank?
When was the last time you changed water? How much?]
Tell us your filter maintenance.
Did you cycle the tank? How? How long ago?

Have you noticed anything odd with him lately? Has he been eating and pooping? Any marks on him? What else is in the tank with him?
I would get him into a catch can if you can.

I changed 1/2 the water 3 weeks ago. Just changed 30% tonight hoping it would help. I added water conditioner. Levels were fine when tested. The angelfish is now upside down in the corner.

They both were hanging out at the top of the tank the last few days. He hasn't been eating much.

It don't look good for it. You could try some general cure but it may be too late.

ok first off you need to do more water changes. once a month is way too long to go. Especially for angels. You should be doing a min of 30-40% every week. Normally when they're hanging out at the surface they're lacking oxygen. That can cause a lot of problems in your tank. Adding an airstone will help with that.
