Ok,
My friend has a situation she has a 75 Gallon Tank.
With 2 Turtles & 1 Pleco.
The water keeps going green even if she changes all the water, what could the solution be?

excessive nutrients or light. It would help alot if she got a UV strilizer. Try to come up with the root of the problem.

She has tried doing everything water changes, cleaning EVERY part of the tank including filter. And it still comes back could it be the pH? Or Ammonia Levels?

I agree with Ed. Its most likely excess nutrients (nitrates and/or phosphates), or excessive lighting, which causes and algae bloom.
