Is there anything I can do in advance to prepare the water I am going to exchange for my tank?

For example given that my tap water is chlorinated and basic and I will be changing 9L weekly can I prepare my next 9L in advance - using a bucket into which I add the dechlorinator, pH down and say the 5 in 1 conditioner, then drop an air stone into it and let it run for the week prior? What about using boiled water?

Then all I would have to do is get the water up to temp prior to adding it on the chage day.

If so how would I ensure that the water was properly prepared and not going to go off or something?

I feel that some advance preparation will save time and make the process much smoother and even more effective.

Thanks William, I will do this, I take it from your comment that "aging" the water is good and based on what I have said in my original post things will go ok.

Can't garantee that things will go good but i can garantee that it will help increase the chances that everything goes good.
